1.6.0 Completion and acceptance of project
1.6.1 Assist client with the confirmation of acceptance conditions
Inspect the quality after the construction units complete the contract, make sure the project quality accord with all the forced building standards and specification update, all the requirement of design and contract have been fulfilled. Issue the Project Completion Report, which has been audited and signed by the technology principal and legal representative of the contractor.
Assess the project quality grade, make the project quality assessment report, which handed over to the client for confirmation. All the construction documents should be delivered to the client for files.
Survey and design group should inspect the completion of drawing and alternation. Independent report should be worked out and audited and signed by the technology principal and legal representative of the design institute related.
Quality insurance and technical document should be full and adequate including test reports for the major construction material, semi-finished fittings and equipment.
The construction units should sign the project quality guarantee promise meanwhile.
1.6.2 Assist client with the government procedure
City planning and land management departments will confirm whether the project is in accord with the official paper and whether the building line is within the limited scope.
Police, fire, civil defense, environment, urban construction archives and lift management departments will review the project from all respects and issue official papers after the acceptance.
All the problems put forward by the government construction administration and its project quality supervision institution should be fully solved before the final check.
1.6.3 Give assistance in final acceptance including:
Invite government departments for specific inspect in planning, layout, civil defense, fire, environment and archives after receiving the completion report from the construction units. Help client to obtain the permission for use.
Work out the check plan, set up a work team consists of client, survey, design, construction and monitor units, which is responsible to carry out the check on delivery.
Hand in the check plan paper 7 days before acceptance, including the location of the project, time of the check and work team list along with all the quality insurance document to the government quality supervision institute who will confirm the procedure and send representative to attend the check.
Once the check passed, the following papers should be delivered to the government for registration within 15 days:
? Construction project acceptance report or public works acceptance report
? Project construction license
? Quality check report from the survey unit
? Quality check report from the design unit
? Completion report from the construction unit
? Quality evaluation report from the monitor unit
? Contract payment proof from the client
? Permission document from the urban planning and real estate management departments
? Permission document from fire, civil air defense, environmental protection, lift & hoisting machinery management departments
? Quality guarantee for the building
1.6.4 Give assistance in acceptance registration including:
? Apply for Building Acceptance Registration or Public & Foundation Works Acceptance Registration
? Fill out and submit the application report
? Hand over a complete set of construction files to the urban archives department
